According to the Defense Security Service (DSS) the agency that conducts all security investigations
for the Department of Defense a security clearance investigation is an inquiry into an individual's
loyalty, character, trustworthiness and reliability. The goal of the security clearance investigation is
to ensure that the candidate is eligible for access to national security information. The investigation
focuses on an individual's character and conduct, and on such factors as honesty, trustworthiness, reliability,
financial responsibility, criminal activity, and emotional stability. DSS investigators always check national
records, and do credit checks. Some investigators may also interview third parties who know the candidate,
and some investigators may interview the candidate himself/herself.
